Alright technically Living Color misses the 1980's by one year as it was produced in 1990. It's an African-American comedy sketch show where the only white guy - Jim Carrey - is Canadian, and in my opinion probably the best over-actor on the set, with Jamie Fox following in second.

Carrey's Environmental Guy sketch is hilarious with pure chuckle moments. I gotta find the 'Background Guy' where Carrey prances behind a live broadcast set, chucking stuff and flying off chandeliers. Magic.
